Model answer
In my opinion, the most important function of a government is to ensure the safety and security of its citizens. This includes not only protecting people from external threats through national defense but also maintaining internal law and order. Without a secure environment, other government functions such as healthcare, education, and infrastructure become meaningless because people cannot focus on their daily lives. For instance, governments must enforce laws, provide police and fire services, and establish justice systems to resolve conflicts fairly. Additionally, security involves protecting citizens from health emergencies, natural disasters, and economic crises. Therefore, a government that prioritizes safety and security lays the foundation for prosperity and well-being. While other roles are also crucial, security remains the cornerstone because it allows society to function smoothly and enables citizens to pursue their goals without fear.
